How to use the Layered Continuum

This report outlines the development of a revised model for understanding and responding to harmful sexual behaviours tailored to the Western Australian context. Through consultation with around 60 professionals across sectors and drawing on clinical expertise, it was found that existing models (such as Hackett and the Traffic Light model), were not well-suited to Western Australia’s service environment or trauma-informed approaches. A new continuum was developed with a layered, structured framework that supports practitioner decision-making, reduces stigma, and aligns better with local therapeutic language and practice. The model has broad potential for use, especially in out-of-home care settings.
