2. Regulations

Vehicle, Traffic and Parking By-Laws are detailed in University of South Australia By-Laws. All vehicles parked on University grounds between the hours of 8.00am to 6.00pm Monday to Friday inclusive are required to display a current valid University Parking Permit. Vehicles parked on the City campuses are required to display a current valid permit at all times, that is, 24 hours/7 days/52 weeks a year. Annual permits cover the year beginning January 1 to December 31 each year. Breaches of Vehicle, Traffic and Parking By-Laws will be enforced and will result in the issue of an expiation notice and the subsequent payment of a penalty.

3. Parking Permits

3.1 Obtaining your permit

Staff need to apply for a parking permit via the online Parking Permit system at Parking Permit Services. Permits are valid for the year of issue. Incomplete applications will not be processed.

Parking permits will be sold on the basis of "home" campus only and staff home campus details are verified via the HR system. Please refer to Section 7 Campus Specific Information.

Applications for refunds for permits must be made in writing to the Campus Services Administrative Services Coordinator where the permit was purchased. Refunds will only be made within two weeks of purchase or in the case of special circumstances at the discretion of the Director: Facilities Management or nominee. Permits for parks on the city campuses purchased after 31 March of each year will be sold on a pro rata formula based on value of permit divided by 12 multiplied by months or part month remaining and will be valid until 31 December of that year. Permits for parks at Magill, Mawson Lakes, Underdale - FLC/ Document Services and Whyalla campuses will be sold at an annual fee up till June 30 after which the fee will be half.

3.2 Affixing/Displaying permit

All previous permits must be removed. Permits must be affixed to the lower left hand side of the front windscreen (passenger side). Please refer to 3.4 below for additional permits.

It is insufficient to merely 'own' a permit, it must be clearly displayed at all times when you are parked on University grounds. If your usual vehicle with the permit is not available and you are required to drive another vehicle, please obtain a casual permit from your local Campus Services staff to display in your vehicle. This will avoid the issue of an expiation notice.

If you use a 'sunshield', please ensure that your permit is clearly visible to any authorised persons. The permit must be visible from the outside of the vehicle.

Please note: Parking Permits must be affixed to the windscreen. The use of perspex or plastic to display your permit is not allowable.

3.3 Use of permit

The purchase of a permit entitles the holder to park on University grounds in the relevant area, if there is a park in that area, but does not guarantee that a parking space will be available, except for car parks nominated as 'Reserved'.

A Staff Reserved Permit entitles the permit holder to park in the nominated Reserved space on their home campus and in any staff Unreserved area on any other campus except City East and City West. Staff holding a Staff Reserved Permit can access Transit Parking on their non home campus. Please refer to Section 3.6 - Transit Parking.

A Staff Unreserved Permit entitles the permit holder to park on University grounds in an Unreserved area on any campus except the City East and City West campuses. Staff holding a Staff Unreserved Permit can access Transit Parking on their non home campus. Please refer to Section 3.6 - Transit Parking

A Student Disabled Unreserved Permit entitles the permit holder to park in any Disabled or Unreserved area on their home campus.

A Motorcycle Permit entitles the permit holder to park in any Motorcycle park on their home campus and any other campus.

Note: No student parking is available on the City East and City West campuses. Pay and Display Ticket parking is available to students on the Magill and Mawson Lakes campuses.

3.4 Additional permits

A second permit is issued free for persons using more than one vehicle upon presentation of registration papers of all vehicles requiring a permit, provided all registration papers have the same address as the applicant. All Permits must be affixed to the lower left hand side of the front windscreen (passenger side) as detailed in Section 3.2 - Affixing/Displaying permit.

Please note: Parking Permits must be affixed to the windscreen. The use of perspex or plastic to display your permit is not allowable.

3.5 Permit replacements

If you misplace your permit or sell your car with the permit attached, it is your responsibility to notify Campus Services on your home campus as soon as possible. A replacement permit will be given to you free of charge provided you can produce evidence of the loss of the permit (e.g. car sold/wrecked). You must provide a Statutory Declaration to Campus Services where the original permit was issued disclosing the full details of the loss of the permit.

3.6 Transit Parking at City East, City West, Mawson Lakes and Magill

Transit parking is available in designated bays at City East, City West, Magill and Mawson Lakes Campuses. These bays are within Reserved car parks and are signed for Transit Parking. The locations of the Transit Parks on each campus are as follows:

Access to these bays will be available to the following:

Please note if a staff member is unable to find an available park in the Transit Car Parks on arriving at City East, City West, Magill or Mawson Lakes campuses the onus is on the staff member to find alternative parking in a Public Car Park at the City campuses or in Unreserved Parks at the Magill or Mawson Lakes campuses.

Note: Parking in areas outside of the transit bays or in reserved bays will result in the issue of an Expiation Notice.

Staff who do not normally use their vehicle and require casual parking when visiting the Magill or Mawson Lakes campuses may do so upon the purchase of a Pay and Display ticket from any Ticket Machine located in the Unreserved Car Parks on the Magill and Mawson Lakes campuses. Pay and Display tickets entitle the ticket holder to park on University grounds in any Unreserved area on the campus from which the ticket was purchased. NO CASUAL PARKING is available at the City West or City East campuses.

Note: Visitor parking is not available to University employees. Breaches of this regulation are subject to Expiation Notices.

3.7 Disabled Persons' Parking Permits

Parliament has expanded the eligibility for Disabled Persons' Parking Permits. Previously, Disabled Persons' Parking Permits were only available to those with a permanent physical impairment, one which prevented the use of public transport and severely restricted speed of movement. Changes in force since 28 May, 1998 have expanded eligibility to include people who have a temporary physical disability, if the disability results in the same physical conditions, that is, severely restricted speed of movement and inability to use public transport, and if the disability is unlikely to improve within six months. Disabled Persons' Parking Permits can be obtained through any Registration and Licensing Division of Transport SA.

The University provides parking for disabled staff/students holding a Disabled Persons' Permit from Transport SA but still require the display of a University permit. In order to obtain a University permit please produce proof of your Registration and Licensing Division Disabled Persons' Parking Permit.

In order to obtain a University permit staff and students are required to  provide a copy  of their Registration and Licensing Division Disabled Persons' Parking Permit and a completed Application for Parking Permit (CS04) form available from their local Campus Central and return to the Campus Services Administrative Officer on the respective campus. Note: You cannot apply for a disabled permit via the online parking permit system.

Staff

As part of the University's commitment to supporting staff with disabilities, in 2007 a process was been implemented whereby staff holding a Transport SA Disabled Persons' Permit who apply for a UniSA permit will be referred to the Consultant HR Services (Equity and Diversity) who will make contact within two weeks to discuss parking requirements in relation to your disability. This process is to ensure that staff with disabilities can be supported in the most appropriate and equitable way. Discussions will be confidential and aimed at seeking effective options to support staff who require alternative car parking arrangements.

Students

A Student Disabled Unreserved Permit entitles the permit holder to park in any Disabled or Unreserved area on their home campus.

Temporary physical impairment

Requests for 'Temporary Physical Impairment' permits should be lodged with your local Campus Services staff with proof of the short term injury, usually a medical certificate detailing the injury and period for which the Temporary Disabled Permit will be required. The University policy on Car Parking (C10.2) states that disabled persons' parking is free and the issue of ‘Temporary Physical Impairment' permit is on the same basis. Temporary Disabled Permits will only be issued for a period of no longer than 3 months. Staff and/or students with a long term disability must apply for a Disabled Persons' Parking Permits through any Registration and Licensing Division of Transport SA.

Note: Both the University Parking Permit and the Registration and Licensing Division Disabled Persons' Parking Permit must be clearly displayed at all times at all times when you are parked on University grounds.

3.8 Motorcycles

In order to encourage the use of transport which has a less adverse impact on the environment, motorcycles may be parked on University grounds without cost.  University Parking Permits are still required and are issued free to motorcycle riders (staff and/or students).

Staff and students need to apply for a parking permit via the online Parking Permit system at Parking Permit Services. Permits are valid for the year of issue. Incomplete applications will not be processed. The issue of a Motorcycle permit entitles the holder to park on University grounds in designated motorcycle areas, if there is a park in that area, but does not guarantee that a parking space will be available. Motorcycles must not park in areas set aside for motor vehicles. Staff on the suburban campus may choose to purchase a Reserved Car park in which to park their motorcycle.

3.9 Adjunct staff

Note: At City East and City West there is no provision for Adjunct staff parking.

In recognition of Adjunct Staff contributions to the University, provision has been made for them to access parking for their time on campus. This will be in the form of an Adjunct Staff Parking Permit detailing the dates parking has been authorised and the location in which they can park. The permits are supplied free of charge upon presentation of a completed Application for Parking Permit (CS04) form available from your local Campus Central. (Please note that you cannot apply for an adjunct permit via the online parking permit system). This form needs to be authorised by either the Head of School or Division Manager confirming the dates the Adjunct staff will require parking and returned to the Campus Services Administrative Services Coordinator on the respective campus. Please note that Adjunct Staff Parking Permits are only issued to staff who are not receiving any remuneration from the University for their services. If the Division/School feels it more appropriate they can purchase either a Reserved or Unreserved Parking Permit for their Adjunct staff under the same conditions that apply to University staff excluding Salary Sacrificing.

3.10 Visitor parking

Note: At City East and City West there is no provision for Visitor parking.

Parking is available for visitors to the University at Magill and Mawson Lakes campuses by the purchase of a Pay and Display ticket from any Ticket Machine located in the Unreserved Car Parks on the Magill and Mawson Lakes campuses. Pay and Display tickets entitle the ticket holder to park on University grounds in any Unreserved area on the campus from which the ticket was purchased.

All visitors are required to abide by the University By-Laws whilst on campus. Please ensure that you provide any visitors to your area with appropriate information of the parking areas available for their use and their requirement to obtain a Pay and Display ticket.

Note: Visitor parking is not available to University employees or students. Breaches of this regulation are subject to Expiation Notices.

3.11 Contractor Parking

For legal and OH&S reasons all external Contractors working or visiting any campus of the University must report to the Security Office each time they come on campus. At this time the Contractor will be advised of the local procedures for contractor parking and the requirements regarding the issue of a permit. Please ensure that you provide any external contractors to your area with appropriate information regarding reporting to Security to obtain a Contractors Badge and Parking Permit.

Note: Contractors are not to park in reserved car parks, reserved parking bays, exceed time limits in loading zones or park outside of designated parking areas. Breaches of this regulation are subject to Expiation Notices.

3.12 Pay & Display Tickets - Magill and Mawson Lakes campuses

Pay and Display Ticket Machines will operate in all Unreserved Car Parks on the Magill and Mawson Lakes campuses throughout Study Periods 2 to 6 of the Academic Calendar, including official teaching breaks. Pay and Display Tickets are available to both staff and students to purchase.

The following are the dates and hours that the Pay and Display Ticket Machines will be operational on the Magill and Mawson Lakes campuses in 2008.

The purchase of a Magill Pay & Display ticket entitles the holder to park on the Magill campus in the Unreserved Car parks, if there is a park in that area. The purchase of a Pay & Display ticket does not guarantee that a parking space will be available.

The purchase of a Mawson Lakes Pay & Display ticket entitles the holder to park on the Mawson Lakes campus in the Unreserved Car parks, if there is a park in that area. The purchase of a Pay & Display ticket does not guarantee that a parking space will be available.

Tickets must be clearly displayed on the lower left hand side of the front windscreen (passenger side). All previous tickets must be removed.

It is insufficient to merely 'purchase' a ticket, it must be clearly displayed at all times when you are parked in Unreserved parking areas on the Magill or Mawson Lakes campuses. This will avoid the issue of an Expiation Notice.

If you use a 'sunshield', please ensure that your ticket is displayed with the front of the ticket clearly visible to any authorised persons. The ticket must be visible from the outside of the vehicle.

4. Policing of Car parking

All University car parks will be patrolled by the designated Service Provider to the University throughout the year, including official teaching breaks. Ignorance of parking regulations or a busy schedule are not excuses for illegal parking. Complaints or appeals must be directed in writing to the designated Service Provider to the University as detailed on the Expiation Notice.

Please note: Expiation notices will only be waived in mitigating circumstances by the service provider. Expiation notices will not be waived for failure to display a permit or parking ticket even for those currently holding a valid permit or valid parking ticket.

5. Expiation Fees

Expiation Fees will be managed by the designated Service Provider to the University. Offenders will be given 28 days to pay infringement notices. On failing to do this, a Final Notice including a late payment fee, will be forwarded with a request to pay within 28 days. Failure to pay this Final Notice will result in the matter being placed with the Magistrates Court.

6. Salary Sacrifice

The University offers staff members, either on continuing or fixed term contracts, the ability to pay for their campus car parking fees as a salary sacrifice deduction. Payment of University campus car parking fees as a salary sacrifice can only be made via the payroll system. Payments made direct to the designated Service Provider will not be reimbursed.

Car parking fees at Magill, Mawson Lakes, Underdale and Whyalla will be deducted in a single payment via the staff member's salary. Student parking - pay & display electronic ticketing machines

In 2007 Pay & Display Electronic Ticketing Machines were introduced at the Mawson Lakes campus in all Unreserved Car Parks making student parking consistent across the Magill and Mawson Lakes campuses. While the ticket machines are primarily for student use, staff are also able to use the ticket machines if desired for Unreserved parking. Costs currently do not exceed $1.00 per day.

Pay and Display Ticket Machines will operate in all Unreserved Car Parks on the Mawson Lakes campus throughout Study Periods 2 to 6 of the Academic Calendar, including official teaching breaks.

The purchase of a Mawson Lakes Pay & Display ticket entitles the holder to park on the Mawson Lakes campus in the Unreserved Car parks, if there is a park in that area. The purchase of a Pay & Display ticket does not guarantee that a parking space will be available.

Refer - 3.12 Pay & Display Tickets - Magill and Mawson Lakes campuses for full details.

Note: Expiation notices are issued throughout the year, including official teaching periods.
