Activities, Policies and Programmes DIRECTLY and
INDIRECTLY impacting on Youth in Samoa BY

This activity was aimed at understanding how the work of
ministries (besides that of the Ministry of Youth sports and
Cultural affairs) directly or indirectly impacts on the
circumstances of youth in Samoa. A framework was developed
for analyzing the impacts of government expenditures and
policies on youth. This framework identifies 5 expenditure
categories (click here for the framework diagram):

D1 Targeted youth expenditure to a particular sub-group of
the youth population that has a direct impact on that
youth group, eg job assistance for unemplyed 15-17 years
olds
-
D2 Youth general expenditure that has a direct impact on
youth as a whole, eg school programs
-
ID3 Targeted but non-youth specific expenditures that can
have indirect impacts on youth, eg sevices for people with
disabilities
-
ID4 General expenditures that relate to all the population
but can have significant indirect impacts on youth, eg
promoting sports
-
D/ID Employment policies for public sector employees that
can have both direct and indirect impacts on youth, eg
government internships for under 24 year olds, paid
parental leave
The framework developed was then used to undertake an audit
of the programs and activities of the pilot ministries and to
check these against the draft action plans for the Samoa
Stratregic Plan for the National Youth Policy 2001-2010.
