Purpose

This procedure outlines the requirements for the management of Occupational Health, Safety, Welfare and Injury Management (OHSW&IM) training needs, performance management planning, identification of competencies and training requirements for work tasks. The SA Occupational Health Safety & Welfare Act (1986) states an employer must provide such information, instruction, training and supervision as are reasonably necessary to ensure each employee is safe from injury and risks to health.

All new or transferred staff, contractors and visitors permitted to work in the University must have OHSW induction training.

Definitions

Training Needs Analysis (TNA) – is the process of identifying and assessing the training requirements of an individual.
Competent person - A person who is suitably qualified (whether by experience, training or both) to carry out the work or function

Training Plan - A document stating the training to be delivered to the employee by the employer, normally based upon an analysis of training needs or requirements.

Training -The development of skills, knowledge and behaviors through instruction or practice.

Procedure

1. Training needs analysis

An OHSW training needs analysis (TNA) shall be conducted in consultation with staff in order to determine the gap between current knowledge and skills and the required OHSW&IM competencies for their position. The training needs should be incorporated into individual staff performance management plans.

The form OHSW13 - Training Needs Analysis shall be used as a guide to complete TNA. Skills specific to health and safety associated with operational requirements identified from position descriptions and hazard management processes are to be included in the TNA. Any other specific training skills should be identified.

OHSW competency requirements for staff are to be reviewed regularly in accordance with work task requirements including any information, instruction and/or training relevant to standard operating procedures.

All new or transferred staff, contractors (see below) and visitors permitted to work in the University must have induction training provided. See OHSW Induction procedure and form OHSW23 – Induction Checklist for details. For contractors see section 6. below.

The Project Proposal Safety Authorisation procedure requires the identification and management of hazards associated with research projects and student investigation projects. All students involved in research projects must have their OHSW training needs assessed in conjunction with their nominated supervisor. Any required training must be completed before the components of the research project that present an OHSW risk are commenced. In the case of Higher Degree Research (HDR) students, the OHSW training needs analysis should be recorded in the Statement of Agreement. OHSW training needs for HDR students must be reviewed annually by the supervisor as part of the Annual Review of Progress.

2. Training Plan

A training plan based on the outcome of the TNA will be developed and implemented by each University workplace. Training plans/needs are to be regularly reviewed to ensure currency. OHSW&IM training is to be scheduled and prioritised in accordance with the requirements of the work unless there is a requirement to provide training prior to commencement of work (see OHSW Induction procedure) or where the work requires a license, certificate of competency or accreditation to perform the work.

Identified OHSW&IM training needs are to be incorporated and prioritised in Staff Performance Management Plans and integrated with other staff development training.

When a risk assessment identifies that training is required as part of a hazard control process this training must be provided prior to the process or operation commencing.

A record of completed training is to be maintained for all staff in the workplace. Evidence of a training needs analysis, training plans, and training identified and completed is to be made available when required for auditing purposes. Training records are required to be kept for a period of not less than 30 years as per State Records Act.

A record of completed training is to be maintained by the relevant Program Director or Research Degree Coordinator for all students conducting research projects, in which OHSW requirements have been identified, until at least one year after the completion of the project.

3. Training Programs

Training programs are to be designed taking into account;

Training (other than online training) is to be carried out by a person deemed competent in the subject area.

4. Evaluation of training programs

All training programs are to be evaluated to ensure they have met the objectives of the program and that the training has been effective. Evaluations of programs are to be determined dependant upon individual programs and the needs of individual University workplaces.

5. OHSW&IM Online training modules

Form OHSW13 - Training Needs Analysis provides guidance in essential training requirements. The OHSW&IM online learning program can be accessed at http://unisa.interactlearning.com/content/index.jsp

It is an expectation that all University workplaces take into consideration all training requirements and the online modules are utilised wherever practicable.

Access to training modules for research students will be allowed after the training needs have been assessed by contacting OHSW Services.

6. Contractor Induction

UniSA will ensure that all contractors receive an adequate induction informing them of site specific hazards and ensuring the contractor implements measures to minimise risk to University staff and students whilst working at the University (consistent with their work) and have been adequately trained in OH&S. Performance Measures

• All staff have had a TNA conducted within the last three years
• 85% of scheduled OHSW related training has been implemented
• 85% of training programs have measurable objectives and outcomes
• All training is recorded and the records are retained
