When Internet Explorer is started for the first time the default
configuration hides some of the toolbars. To reconnect these
toolbars, hit the ALT key. The menu bar will temporarily appear.

To make the change permanent go to View > Toolbars and select the Menu
Bar.
You can also right click on the background of any open toolbar to access
the other available toolbars. Simply select the menu you require from
the drop down list.
