STUDENT USAGE CHARGES
1.1 Undergraduate and Postgraduate Coursework Students
The University will provide printing and internet access services appropriate for undergraduate and postgraduate coursework students to complete the requirements of programs for which they are enrolled.
These services will be funded by the University through a quota above which a student would normally have to pay for additional usage.
The Student Services Advisory Committee, acting on the advice of the Director: Information Strategy & Technology Services, will determine the quotas to be provided without charge.
Divisions or Schools may elect to fund all or part of student use of Information Technology facilities and services beyond the quota provided by the University.
1.2 Postgraduate Research Degree Students
The University will provide a range of Information Technology facilities and services appropriate for postgraduate research degree students to complete the requirements of programs for which they are enrolled.
Postgraduate research degree students will have access to Information Technology facilities and services under conditions similar to those applying to University staff.
Cost centres responsible for the programs of postgraduate research degree students will be required to fund any internal charges imposed by the University in relation to the use of Information Technology facilities and services by postgraduate research degree students.
A University-wide Internet Quota Management System (IQMS), developed by the ISTS, will be used. The principles on which the IQMS is based are as follows.
- There will be three sources of funding used to manage Internet access from University computers for undergraduate and postgraduate course work students. The three sources will be University Funded Quota (UFQ), School Funded Allocation (SFA) and Individually Funded Allocation (IFA).
- UFQ will be used before SFA and IFA.
- Students will be able to ascertain their balance of funds through MyUniSA.
- Students will be warned via email when they are approaching their limit of usage.
- Reimbursement for unused resources will be on an exception based model.
- Avenues whereby students can access the Internet without having their usage "charged" will not be permitted.
- Students will have access to information via MyUniSA and other web based resources which will enable them to use the Internet in a manner which minimises costs.
- Quotas only apply to incoming traffic.
- The University will not aim to generate income from the IQMS.
- This quota may only be used to access Internet services through AARNet from on-campus computing facilities owned and administered by the University.
- All General Purpose computing pools will permit usage of the quota. Systems administered by other cost centres can be part of IQMS provided they use the same techniques for Internet access as will be developed by the ISTS. If cost centres elect not to use these techniques then the cost centres will be back-charged by the ISTS for all student access to the Internet through their systems.
- UFQ will not be transferable over successive years.
- SFA will be able to be applied to individuals, courses and programs, will not be transferable over successive years and reporting to schools will permit them to make judgements about the need for SFA.
The Internet balance is calculated by subtracting the recorded Internet usage from the quota. The Internet balance is reduced whenever material is accessed from the Internet using a general purpose computing pool PC, time-sharing system or PC administered by the ISTS. Systems administered by other areas of the University may also record usage which reduces the balance.
If the Internet balance is reduced to zero, access to the Internet from University based systems will not be possible.

Students can top up their internet quota by going to the student portal https://my.unisa.edu.au.
Procedures permit Schools to fund additional student Internet quota based on program code, course code or individual student ids. These procedures are documented at http://www.unisa.edu.au/ists/Students/Internetquota/default.asp.
Undergraduate and postgraduate coursework student use of printing services is also governed by a quota system.
Regular reviews of the quota system for printing, in terms of the way quotas are allocated and the level of the quotas, will occur.

STAFF USAGE CHARGES
The University is, in general, responsible for all costs associated with staff use of information technology related to the staff member’s role in the University.
Staff purchase of hardware and software must be done in accordance with University policy and procedures for general purchases and those relevant to information technology purchases.
Staff purchases of hardware and software and ongoing expenditure on
information technology services are subject to the overall University
delegations of authority.
If a staff member incurs personal costs associated with the use of information technology facilities for University purposes the reimbursement of such costs will be a matter of negotiation between the staff member and the appropriate supervisor or cost centre manager.
Staff usage of the following services is charged back to the staff member's cost centre.
- Telephone calls from University handsets.
- Telephone calls and associated rental charges related to mobile handsets.
- Dial-up service.
- Internet Access (50%) of attributable use.
- Increased email in inbox.
- Voicemail.
