Sustainability from the Environmental Regulator's Perspective

Dr Paul Vogel is Chief Executive and Chairman of South Australia’s independent environmental regulator, the Environment Protection Authority. Before taking up his position in November 2002, Paul was Director of Environmental Policy with the Department of the Premier and Cabinet in Western Australia, and prior to that Director of Environmental Systems with the (then) WA Department of Environmental Protection.

Paul has extensive experience in policy and strategy development  in air quality, marine management, natural resource management, regional service delivery, site contamination and sustainability.

Paul is Chairman of the South Australia’s Radiation Protection Committee and represents SA at the Standing Committee of the Ministerial Council on Environment Protection and Heritage. He also chairs a number of national committees on environment protection.

He is an advocate of sustainability and is keenly interested in the contribution that the integration of science, policy and law can make to sustainability.

Abstract


Sustainability is the catch-cry of governments and private sector organisations.

“Balancing” competing and often conflicting social, environment and economic objectives is complex and difficult for decision makers and policy development, particularly so when criteria, processes and frame-works are inadequate or totally lacking.

This paper explores some opportunities and challenges for South Australia’s independent environmental regulator in the transition to sustainability.
