Staff members appointed on a continuing basis or on a fixed term contract of 1 year or more are eligible to lease a vehicle. Casual staff members are ineligible to salary sacrifice a vehicle lease. Please refer to the Salary Sacrifice Guidelines & Conditions for further information regarding salary sacrifice.
Vehicle delivery may take up to 3 months (or longer) depending on the vehicle make, model & availability. Prior to ordering a vehicle staff members need to ensure that their employment contract is long enough to cover both the delivery & lease term.
The University of South Australia has appointed LeasePlan Australia as its preferred provider and all salary sacrifice motor vehicle leases are supplied by LeasePlan. No other types of lease arrangements for private vehicles are available to staff members.
The types of vehicle leases available through the University salary sacrifice scheme are the Government CarPlan and Corporate CarPlan leases. Staff members need to understand all aspects of leasing a vehicle before entering into any leasing arrangement and are encouraged to seek financial advice. The following is an overview of vehicle leasing at UniSA and should be read in conjunction with the LeasePlan User Guides.
Government CarPlan & Corporate CarPlan leases are fully maintained with running costs i.e. fuel, insurance, registration and fringe benefits tax (FBT) included in the budgeted annual cost based on the number of kilometres the vehicle will travel each FBT year. These costs are recovered from the staff member’s pre-tax salary each fortnight. Any incidental charges not covered by the lease will be costed against the lease in addition to the budgeted amounts i.e. Insurance excesses.
Motor vehicle leases will be reconciled at the end of each FBT year, upon termination of the vehicle lease agreement and on termination of employment. Termination of vehicle lease and employment reconciliations will include LeasePlan and University balances. Any excess or monies owing on reconciliation will be reimbursed or be payable by the staff member through the UniSA payroll system.
Speeding and parking fines will be payable by the staff member direct to the respective authority i.e. SAPOL, local government. The driver’s name and address will be advised to the respective authority when a fine has been issued in the University’s name.
The Government CarPlan lease is an operating lease arrangement between the University and LeasePlan with a side lease agreement between the staff member and University. A Government CarPlan vehicle is available from a predefined list which draws deep Government discounts. The vehicle is registered in the University’s name and must be available for business use to qualify as a Government CarPlan lease. These leases are unable to be transferred between employers.
On termination of the lease the staff member is able to purchase the vehicle for the residual value, refinance for a further term or return to LeasePlan. On purchase the staff member will need to transfer the registration from the University’s name into theirs and commence private insurance. The residual, registration transfer and insurance costs are outside of the salary sacrifice scheme and payable by the staff member.
The Corporate CarPlan lease is a novated lease arrangement between the staff member, University and LeasePlan and is subject to LeasePlan finance approval. The vehicle is registered in the staff member’s name and transferrable between employers depending on the new employer and LeasePlan.
The staff member has ultimate responsibility to make any payments under the lease in the event that they cease to be employed at the University. The staff member is able to purchase the vehicle for the residual value, refinance, return to LeasePlan or renovate with a new employer. On purchase the staff member will need to commence private insurance. The residual and insurance costs are outside of the salary sacrifice scheme and payable by the staff member.
