Building literacy capacity through learning communities

Dr Sue Shore
Centre for Studies in Literacy Policy and Learning Cultures

Australia’s adult literacy ‘problem’ is not a simple matter of going back to basics in schools. Sustained capacity building of literate learning communities requires strong links between libraries/community providers/parent centres and private RTOs and the TAFE system. Moreover building literacy capacity through learning communities is a challenge in areas of high unemployment, low SEIFA indexes and substantial urban renewal and re-development. The City of Playford is such an area. In addressing such issues the City of Playford promotes partnership as a vital element of building and sustaining community engagement. Nevertheless whole-of-government coordination at this level is not well documented other than responses to crises such as bushfires, flood and other emergencies.

This project uses a collaborative approach to building literacy capacity in communities experiencing uneven access to education and training. We aim to:

  1. Identify and map stronger understandings of existing opportunities and outcomes from literacy provision.
  2. Identify, generate and map training and professional development opportunities for local educators.
  3. Complete a skills and expertise audit of the Playford region.
  4. Facilitate debate about adult literacies in Playford.
  5. Explore models of capacity building.
