Development of a Mediation Culture in an Oriental Country
A Case Study of Singapore

| Singapore has an oriental culture where social harmony and
consensus predominate. Yet, mediation is embraced as part of the legal system and actively
being promoted. Introduced only in 1994, mediation is now widely known in Singapores
society. The need for mediation and its justification are explained in this paper. The
multi-racial background of Singapore highlighting the importance of social cohesion is
first introduced. This is followed with the discussion of the history and development of
various forms of mediation during this short period. The paper concludes by relating the
role of mediation in maintaining harmony and for resolving community and social conflicts.
Case studies of the common forms of conflict will be presented as illustrations. |
