Environment protection enforcement certificate course (EPECC)

The Environment Protection Enforcement Certificate Course has been designed primarily for persons wishing to become authorised officers under the Environment Protection Act 1993. However, applications are welcome from persons working in other government sectors or in industry who have an interest in the Environment Protection Act and the workings of that legislation. No prior knowledge or experience of the law or the Environment Protection Act 1993 is required.

The EPA has strongly recommended that persons who wish to be appointed as authorised officers under the Act complete this course. In cases where the EPA specifically appoints persons as authorised officers, the EPA requires satisfactory completion of the course as a prerequisite to appointment.

The course involves lecture/seminar sessions together with case study sessions where participants apply information previously provided in the lecture/seminars. There is also a set of course materials issued at the beginning of the course. A take home assignment of a problem-based nature is issued at the conclusion of the course. The assignment must be submitted within one month of the completion of the course. Assessment is based on satisfactory completion of the assignment and attendance for 90% of the course. A certificate of completion will be issued by the University of South Australia to all participants who meet the attendance and assessment requirements.

Participants in the course should, upon completion, have a basic understanding of:

(a) the nature of laws in our society, and environmental laws in particular;
(b) the background, structure and purpose of the South Australian Environment Protection Act 1993;
(c) the roles and responsibilities of authorised officers under that legislation; and
(d) the available methods for dealing with breaches and enforcement action under legislation.

David Cole, Director of the Centre for Environmental Management and Compliance, coordinates the course. He is assisted by Professor Rob Fowler. Other presenters include legal practitioners with environmental law and enforcement expertise, officers of the Environment Protection Agency and a Judge of the Environment, Resources and Development Court.

The course is normally conducted at the Holiday Inn On Hindley, (which is situated 65 Hindley Street, Adelaide) over five days from 9.00am to 5.00pm (with half-hour breaks for morning and afternoon tea and a one-hour lunch break). Lunch is provided as part of the course fee.
