If you don't have an undergraduate degree all you need is five years or more of relevant experience in a particular field to commence the Graduate Certificate. 

International students can only apply for the Masters program if they wish to study in Australia.  If you are an International student and wish to commence the Graduate Certificate you will have to study it from your home country which is a bonus anyway because you won't have to pay for visas, leave your job or try and afford to fly and stay in another country - you can do it from home.  Please read this information carefully that relates to International applicants.
