Brief Profiles of Consultancy Team

Rhonda Sharp Associate Professor of Economics, Rhonda Sharp (PhD, MEc, DipEd, BEc Hons) currently works as Director of the Hawke Research Institute and in the School of International Business, University of South Australia. She has had 17 years relevant work experience in the areas of gender budgets and public expenditure policy. She has worked as an economist and public policy analyst to the government of South Australia; she has acted as gender budget advisor various governments including Fiji, Barbados, Sri Lanka and South Africa ; and she has consulted for the "ADBI PEM Train the Trainer Program for officials from Pacific countries" Cairns, Australia, 2001. In this project she acts as Team Leader, Public Expenditure Policy Specialist and Gender Analysis Specialist.

Ms Jan Connolly Ms Jan Connolly () (BSocAdmin, BEc) is the Public Expenditure Management Specialist on the Youth And Gender Sensitive Public Expenditure Management In The Pacific project. Jan comes to the project with over 20 years experience in her field. Her roles have included Executive Director and Vice President of Resources, University of South Australia, General manager, Housing Services South Australia and Director of Operations, South Australian Housing Trust and Principal Consultant, Government Management Board, South Australia. She was awarded a National Fellowship, Institute for Public Administration Australia for 'outstanding contribution to the practice and study of public administration'. Jan is currently an Adjunct Senior Research Fellow, University of South Australia where she is part of a team responsible for research, analysis and the development of a methodology for people-responsive budgeting.

John Spoehr John Spoehr (BLS Hons) is the Executive Director of the Centre for Labor Research at the University of Adelaide, where he has worked as a labour market and public policy analyst for over ten years. John is Youth Policy and Public Expenditure Policy Specialist. He has implemented a wide range of youth policy and development projects in Australia and South Australia, acting as an advisor to government, community organisations and industry. He recently worked as a Youth labour market specialist at the Asian Development Bank Institute Public Expenditure Management Workshop, Cairns, Australia, 2001. John is currently completing a PhD in economics at the University of South Australia.

Sanjugta Vas Dev Sanjugta Vas Dev (BA Hons) is working as the project officer/researcher for the Youth and Gender Sensitive Public Expenditure Management in the Pacific. Sanjugta has been employed at the University of South Australia for three years where she has gained extensive experience in office administration and project management. She is currently employed by The Department of Development Studies, Flinders University to research the World Bank's adoption of stakeholder participation based methodologies in their projects. Sanjugta is currently completing her Masters of Arts by Research in International Politics at the University of Adelaide.
