Follow-up to initial field visit to Samoa by Universities of South Australia and Adelaide consulting team undertaken May 13-17.

Establishment of administrative structures for the project within government:

  • Treasury Youth Responsive Budget Coordinator (Paul Meredith).

  • Project pilot ministries identified: Education, Health, Women's Affairs, Agriculture, Labor and Youth Sports and Cultural Affairs, along with Treasury.

  • Each pilot department has a Youth Responsive Budget team of 2-4 persons.

  • Treasury continues to liaise with the existing ad hoc NGO youth policy committee.
  • Samoan Parliament passes the National Samoan Youth Policy.

    Treasury Youth Responsive Budget Coordinator organises a workshop with the ad hoc NGO youth policy committee and key ministries with youth responsibilities and commences an audit of existing youth services provided by NGO's and government.

    Invitations sent by The Secretary of the Ministry of Finance (Hinauri Petana) to the secretaries of the pilot ministries to send senior government officials to attend the September training workshops.

    Field visit to Samoa by Universities of South Australia and Adelaide consulting team (9-13).

    Two day workshops conducted in Apia for senior government officials from participating pilot ministries on developing a youth perspective in PEM.

    Project information provided to SUNGO- the umbrella organization for Samoan NGOs.

    Consulting team met with senior officials including the Minister of Finance.

    Development of this project website.

    Organisation of ADBI gender and youth components of the PEM Training in Brisbane (later cancelled).

    Organisation of the South Australian government mentoring program.

    Youth budget management team identified:
    Paul Meredith (Treasury) Laititi Su'a (Eduation) Charmina Saili (Health) and Roina Vavatau (Youth).

    Youth Budget Management Team visit Adelaide to participate in the SA government mentoring program and in planning workshops to develop the Samoan project proposal (2-11).

    Research brief on NGO's developed for Samoan local consultant.

    Youth Responsive Budget Coordinator (Paul Meredith) report to Secretary of Finance on the Samoan proposal developed by the Youth Budget Management Team.

    Additional pilot ministries incorporated into project: Foreign Affairs and Justice.

    Launch of the Samoan National Youth Policy.

    Field visit to Samoa by Universities of South Australia and Adelaide consulting team (Feb 24 -March 3).

    Two day workshops conducted in Apia for senior government officials focussing on youth impact assessment, cross ministry youth issues and budgets.

    Refinement of the Samoan proposal by the Youth Budget Management Team.

    Development of youth budget proposal by ministries.

    Ministries present proposals to the budget committee.

    Drafting of report of the pilot by the consultant team.

    Treasury meeting with heads of Department to examine structural changes to the budget and planning processes to promote a coordinated approach to social issues.

    Consultant team to visit Samoa to discuss draft final report of the project outcomes.

    Government 2002-03 budget passed.
